There have been stories of chemicals causing hair to change colour. However, there'd be a fairly limited range of colours and it'd need to either all be reversible or be redyed at the end of each animation. The hair couldn't take much of that without decaying. Plus it'd have to be divided into pixels to be any use, which would cause resolution to be low as there's only so far you could divide hair, although if we found a way to address individual cells with chemicals we'd have that. Moreover, all that chemical ingestion wouldn't exactly lengthen your life.

Which brings us to the second possibility; replace hair with luminescent fibre. Almost all the above problems eliminated, except for how to get it to stay in emo kids' ridiculous hairstyles. Cinema clubs are now so much shittier! Sound would, of course, still be a problem, but sound being available would necessitate the passing of fucktons of new nuisance/noise pollution laws. It could be pulled off with speakers implanted on shoulders or on ears, of course...
