I've done it countless times on Red version. As I recall, the trick involved catching one which is over LV 100 and then involving them in a battle with a very low level Pokemon where they gain almost no EXP. By defualt it should grow down to LV 100, but then grow to LV 1 or 2. At LV 4 it should evolve.
